A heat pump in heating mode should run the outdoor fan and compressor and send hot refrigerant indoors. Why does my heat pump blow cool air in heating mode?

Most often the reversing valve is not switching over, or the charge is low enough that the system cannot move heat. It can also be a thermostat wired or set wrong. All three need a technician to confirm.

Is it normal for the outdoor unit to steam or ice up?

A light frost that clears during a defrost cycle is normal. Solid ice covering the coil, or ice that never melts, points to a defrost control, sensor, or airflow fault and should be looked at.

My backup heat runs constantly. Is that a problem?

Yes, usually. Constant auxiliary heat means the heat pump is not carrying the load on its own. That points to low refrigerant, a reversing valve fault, or a compressor issue worth diagnosing soon.
